I think it is a sort of idiomatic expression. I cannot understand the meaning.
"I aked myself if I would have heard the water while sleeping without hearing while sleeping"?

気を付けないと
has been translated as affirmative, even if -ない is negative. Is -ないと a special grammar structure that I haven't yet studied?

Then try doing it!

A rule, who is complete, was created for this village.
I think that my translation is not correct, but 徹底 means completeness or thoroughness.
