I believe you're looking for the verb 要る(いる) which means to need, to be necessary. But it sounds a bit strange when it's used like that. Here's what I'd say.
Person A: 何のため日本語を勉強しているんですか? "Why are you studying Japanese?" / What is the reason that you're studying Japanese?
Person B: アニメが好きだから日本語を習わないといけません。 "I like anime so I need to learn Japanese."

Or to make it more natural:
A:なんで日本語を勉強してんの?
B:アニメが好きだから
A:なんで日本語を勉強してんの?
B:アニメが好きだから

覚えないと would be a bit more natural than 習わないと.
And the OP should more carefully distinguish between "need to" and "want to".
Never underestimate my capacity for pettiness.

Sorry about that. The reasons I used need instead of want. One it's a new verb for me so I am trying to learn how to use it properly.
Secondly this little conversation snippet, actually comes up quite a lot when I tell so called otakus I'm learning Japanese, they often respond with the second sentence(in English of course). I understand this is more of a want than need, but I left as is to demonstrate the foolishness of the statement. My apologies, I should have mentioned this in the first post
Thank you all for your suggestions

Yes, I did mean he should be more careful of the distinction in English. Not merely because I'm a pedantic bunghole (which I am), but because it would help in choosing between different constructions in Japanese.
Never underestimate my capacity for pettiness.
