Which kanji radical is this?

Which kanji radical is this?
I haven't been able to find out which radical this is. I'm fairly sure it's three strokes but I don't know much more about it. If anyone knows, number and/or name would be appreciated.

HAH! I just learned something. The short one is always on the left and the long one is always on the right. Now I don't have to strain to remember which is which anymore.

If it's on the left (i.e. 降) it's called 'kozatohen', if it's on the right it's called 'oozato' (i.e. 都). Apparently it means village but that's not very important. Officially it's 3 strokes, but in writing more or less everyone connects up the first 2 strokes, so only using 2 strokes in total.

On the left, it comes from 阜.
On the right, it comes from 邑.
On the right, it comes from 邑.
