As the result of WWWJDIC Example search shows, 配達する is used as " to deliver" that is based on the commercial activities. 届ける can be used with several usages.

配達する 【はいたつする】 deliver; LW2
届ける 【とどける】 (v1,vt) to deliver; to forward; to send; to report; to file notice (to the authorities); (P); EP --- from WWWJDIC

× 山田さんは 昨日電車の中で ひろった 財布を 今朝 警察に 配達しました。
