You are wrong.
I have a number of friends who make 手取り17万 And they work full time jobs at a company. From searching on the net, it seems that there is a movement to make a national minimum wage, but they seem to still be on a prefecture by prefecture basis. For example, Shiga has a minimum wage of 830 an hour, or 6640 daily.

If you don't include rent, I spend about $10,000 a year on living expenses in Tokyo.
