官公庁等の「暦通り」に稼働している組織以外には、全く意味のない制度です。
もしもクリスマス・ホリデーが、「NYでは12月でNJでは1月」だったら、どれほど混乱するでしょう？

それが不評だろうと思います。
Different localities or prefectures have different dates for the same particular holiday? That would be a mess! People in America would just take the traditional days off anyway. They would simply call in sick with the "blue flu". You probably have a similar phenomenon. The worst traffic seems to occur during お盆 (I might be wrong about that). Would they split up such a major holiday?
