I am kind of new to that exchange program. Don't know much about....

What if your college/school don't have exchange program (for Japan in my case :) ).

Can you do it from somewhere else?

The AFS (American Field Service) hosts and intercultural exchange program. This is one recommended program, but if you aren't in the USA, research other exchange programs in your country. I am going through AFS to Japan next summer!

Lots of colleges have study abroad programs. I think it's more common to study abroad in college than in high school.
