Maybe. Maybe not.
"mizu shobai" is "the water trade" -- that is, bars and taverns and the like. And everything that goes with them (hostesses, whatever).

Yeah, it is referring here to people who work at 水商売 places, who are not usually seen as completely desirable tenents in "nice" apartment blocks.
