A woman called "[first name]-chan" by her professor has every reason to believe she is not being taken as seriously as her male classmates. Now, whether such a complaint was worth docking his pay is up in the air, and this is where it would help to have more information. If this was a first offense, a simple talking to would have sufficed, I think. If this was part of a larger problem, I would expect a much more severe punishment. I mean, seriously, the prof's making at the very least 428,000 yen a month gross (roughly $3,800). I don't think losing 10,000 yen (around $90) is really going to hurt him.
I suspect that the cut is probably in accordance with some policy.
You are providing some of the neccessary context. Now additional context that would determine if this was an offense is how does this professor reffer to the male students? xxくん? xxさん?

I have heard that using ちゃん by a teacher in a classroom setting is considered inappropriate.

interesting as I had always thought eh professor to be the one considered elite/or to deserve the san respect from the classroom. the fact he uses any honorics at all to me is amazing. maybe it would be easier for him just to refer to them as their given name with no suffix and the issue would be moot?
somehow I don't think it's as easy as that.

Ask yourself this. If the professor was a woman, would it still be considered sexual harassment?
You are right in a sense. Sometimes they aren't trivial. I am not trying to compare to ligitimate cases. With the information given, i would classify this as trivial. If he treats her differntly because of her sex, then that would be legitimate. But, to use a suffix, that he probably used a million times, on one occasion is stretching the boundaries of sexual harassment alltogether. Granted, this is just my opinion.
They're not trivial matters, that's the point. It's easy for you (a white male, I assume) to sit aside and tell women they shouldn't feel offended or threatened by certain things, but try being in their shoes and then maybe you wouldn't say that.

It's not considered sexual harassment as it stands, it's considered "power harassment", so yes, it would still apply even if the professor was a woman.

I highly doubt it is [first-name]-chan.

Reference to these posts, 縁組みの、相手にしたい、靖子さん and 沢口靖子のような美人と結婚したい。, perhaps our poor Papa might be waiting for 靖子さん?
Tanuki, are you good in essay writing? We should really team up helping Papa to convey his love to someone he loves so much. The writing must be in good and sincere state so that people won’t take it as xesual harassment. I don’t want to see Papa being punished for a cut of 10,000 yen, it’s really a satire on that kind of punishment where in actual fact Papa can afford to pay more than that, don’t you think so?
I’m not scared of you at all, Naughty + Mighty 戦国大名 Papa.
Don't you dare to twist my post again, Watch Out! P)
