so should it be TJPえようこそ instead of TJPへようこそ? or both are ok?

e is just sometimes used as the romanized version.
This is similar to こんにちは even though the romanization of はis technically ha, resulting in kon'nichiha, it's often written as kon'nichiwa for phonetic purposes.
