WWII Good Luck Flag??

Good Afternoon. The following pictures are from a flag that I found in my Uncles basement a few weeks ago. The flag was "stuffed" inside of the bag that is also pictured. I am trying to find out what the flag states. I have found some very useful websites regarding the return of these flags to family members and hope to learn more about it. The writing on the bag seems to be an inventory of its contents belonging to 攻容. The first category mentions army <something>, decorations and badges; I gave up trying to find the characters after that.

I'd suggest sending the pictures to your nearest Japanese consulate, telling them also where your uncle served, so you can get in touch with any surviving family.
