Japanese pen pals...

I am wondering what would be a good website for finding a pen pal in Japan. Preferably around my age, like age 13 to 17. Not one of those damn sites where you have to be at least 18 to register. I'm 16. And... Would I have to know quite a bit of Japanese to get a pen pal? Because I am still learning simple words and phrases and basic grammar (although i'm doing much better with that now than I was, say, a month or two ago). Not to mention I am not yet done with learning Katakana (I only know 25) and haven't started on Kanji. Would the average pen pal speak a fair amount of English?

I think this is a great site for finding pen pals. There are a lot of Japanese on there and you can post an ad saying what kind of partner you are after.
