That's just Japanese traditional music. It's long, with really complicated voice modulation. Examples: Hajime Chitose, Kataritsugu Koto.

Since the thread has already been resurrected, has anyone heard of the Enka singer, Jero?

I am not much of an Enka fan, but I thought he sang well. You can hear him sing 海雪 here.
