during the japanese news or any japanese programing, do they use kanji or hiragana?

unless it's a children's program, kanji will always appear on screen.

You would see both being used, that's just how Japanese is, you can't get away with using just one or the other, you need to use both. Of course for really hard kanji they'll be nice and give you the hiragana above so you'll be able to read it correctly, beyond that though it's a mix of a lot of kanji with some hiragana to connect everything together, oh and you can't forget about the katakana too.
