What band is this?

About a month ago I saw a music video on Ohsama TV. The problem is that I don't know what the band is called and i have no way of finding tham anymore. I'll try to describe the MV and maybe someone will recognize it and can tell me what band it's done by. The band is made up of two guys. In the video, the singer has long hair and waves around a top hat. He has quite a unique voice. The other dude has short spikey silver hair and silver make-up of some sort. He plays the accordion. If someone knows the song name that would be nice as well. Thanks for any help.
