To answer the original question: There is a defined "intermediate level" in academia. Intermediate is a level at which you are able to communicate smoothly in stereotyped situations.

This still doesn't say anything. What does "intermediate" mean to you? You can consider yourself at the intermediate level any time you want, if you have no clear definition of what "intermediate" is.

(And I agree with richv; counting kanji and vocabulary puts you firmly in the beginner level.)

In my opinion, practically everyone is "intermediate".....we're between zero, where we don't stay long, and complete mastery, which we're not likely achieve.

Having spent almost all of the time I have been learning Japanese actually residing in Japan and having it as a tool of daily life and work, I have never really given much thought to placing a name on what level one is at. To me it has always come down to a practical matter of what one can or can not accomplish with one's Japanese, and what one wishes to call it is entirely irrelevant.
