一部の厳格で -- What does it mean? Where would it be used?

I'm having trouble with this particular phrase:

この国では一部の厳格で有能な者達だけが優遇され...

I guess it means something like "In this country, only people with abilities are strictly favored," or something like that.

I believe 一部の is comparable to how we say "one of" (one of my best friends, one of the top athletes, etc.) and so my guess is it means "One of the ways this country is strict is..."

It's not the only strictness/rigid custom, but one of many.
