I think in general the terms are not that different but probably when talking about Japanese it's good to be more precise because of the complicated system of politeness and formality in Japanese.

I asked this question some time ago to a friend on Lang-8 (whom I help with her French : you probably understood it; but "vous" and "tu" mean "lei" and, well, "tu"), and here's what she had to say, although she admits having some doubts :

話し言葉なのかなぁ。 あまり意識しないで使いました。
私の感覚ですが、質問して「も」いいですか?を使う時は、
少し相手と距離(vousとtuのような、でもそれほど強くない)
があるような感じがします。
もしくは、質問して答えてもらえると思っている時は、
「質問していい?」
質問に答えてもらえるかどうかわからない時は、
「質問して「も」いいですか?」
遠慮する気持ちがある感じ。
