My first instinct was to say を but after some thought I think の works better, since it's 勉強 alone, not combined with a form of する.

I think to be grammatical, to use を you'd need to insert a form of する after 勉強:
日本へ日本語を勉強しに来ました。
日本へ日本語を勉強することに来ました。

This is because を connects the preceding noun/noun phrase to a following verb, and 勉強 by itself is a noun, not a verb (and you definitely want to connect 日本語 to 勉強, not 来る.)

の, on the other hand, connects two nouns, and doesn't pose the above problem (since both 日本語 and 勉強 are nouns.)

日本語お勉強するために日本に来ました。
I lived & studied in Japan for 6 yrs. I don't remember at what point I became comfortable with sentence structure, but somewhere in the 2+ yr point It became pretty much natural. Of course that was living my life strictly in Japanese. AT TIMES it was painful, but, after that it was just a matter of continuing learning vocabulary. The work was ALL WORTH IT. It is something very personal.
