They are funtionally identical. It's like the difference between "although he's a beginner" and "even though he's a beginner."Is there a difference in meaning between （例え）＿初心者でも and 初心者ながら（も)? I would translate both as "even though he's a beginner".
It has other functions and uses.-ながら means "while" and is use with verbs.
