I have heard that -tai can be used to describe 3rd person wishes, but ONLY in direct quotations, like 「食べたい」と言った。 But this really isn't the same as "He wants to eat" as we might say in English. It's obviously something more like "He said he wants to eat". Dude, coco, you crack me up! That reminds me of a time when I was in the third grade and a kid in my class had to "go" but didn't make it across the room before he "went".

When quoting someone all normal grammar rules go right out the window. Technically, if they even say something grammatically incorrect you're supposed to say it verbatim....
