I found a J-Pal by going to profiles.yahoo.co.jp and searching for profiles that had the word "english" in it. Not for the faint of heart, or of little japanese tho.

I signed up to that. There are a bunch of ads and you can even make your own. I got a friend from there.

TO SIGN UP:

1. Go to http://www.japan-guide.com/

2. Below the red bars there are links in black, click on member area.

3. There you'll see a sign in sheet. If you still need an account then click sign up located at the top right corner.

4. Read the rules then click I accept the rules button.

5. Select a country from the drop down list, click the select button.

6. Fill in your e-mail address, your name, and your nickname. Your nickname will be like a username, it can be changed later. You do NOT have to sign up to a newletter.

7. A message saying the following will appear.

Your membership has just been created.
Before you can use your membership, you have to activate it.
An e-mail with instructions on how to activate your membership, has just been sent to:
blah@blah.com

I apoligize dearly to the person who may have that email account.

8. Go to your e-mail, the address you entered and retrieve your info. Then go to the members area again and log in.

9. After logging in, click on forum. There are different sections, you can get assistance in many things. For a penpal, go to friends.

10. Now you see ads with country, name, sex, and info on that person. Above you can do a more specific search. If you want help on creating an ad, check around the site or send me a message. I believe this post is long enough. Hope I helped the people who needed it.
