That's being generous. It's true that among some people, particularly males, "omae" can be used as a familiar you. But this is a usage among friends. I think this is similar to how in English, I might be able to call my friend "bastard" or even "fucker" as a term of familiarity or endearment, but if I say that to a stranger I'm risking a beatdown. "omae" is similar to that.

Would you evern go up to a black person and say 'What's up n*gger?"

What's the point of acting like an uneducated asshat, insulting people, and then calling a joke. I think you are the one that needs to lighten up and probably smarten up, before you try to be more respectful to people that don't enjoy taking your crap as a joke.
