That's being generous. It's true that among some people, particularly males, "omae" can be used as a familiar you. But this is a usage among friends. I think this is similar to how in English, I might be able to call my friend "bastard" or even "fucker" as a term of familiarity or endearment, but if I say that to a stranger I'm risking a beatdown. "omae" is similar to that.

you have to realize that Japanese is a language based off of politeness and saying the wrong thing to the wrong person might get you beaten up.

Would you evern go up to a black person and say 'What's up n*gger?"
Or to a gay person and say "Hi faggot"
Or a woman and say "hey slut..."
you get the point.

These things are offensive to the person being spoken to and you might find yourself in some pain. Same thing if you are talking to a Japanese person you hardly know and call them kisama, omae, teemee or whatever. Knowing a lot of a certain language but not knowing how to use it properly is pointless.
