Nakama 2 states, in regards to もらう and いただく,
Whether that applies to 借る it doesn't say.The giver is marked by the particle に or から. The particle に indicates the source from which the gift originates. In cases where the giver is an institution such as 大学 rather than a human being, the particle から must be used; use of に implies that the speaker feels close to the giver.
