"Soba to Bara" - translation help
Hello,
I'm trying to translate the liner notes to the album "Soba to Bara" by Ami Yoshida & Toshimaru Nakamura:

There is a description of a noodle-shop that has its own peculiar style of preparing the soba.
It goes:
温かい蕎麦の場合には、茹でた蕎麦を水で洗ったり冷水で締めたりしないのだ。
Which I interpret as: "As for warm noodles, he [the owner, previously mentioned] didn't wash them with water or "tighten" them with cold water."
The next line goes:
結果として、つゆは濁るし麺自体もぬめりがでてしゃきっとしない。
"As a result,..." - and then?
I think つゆ here refers to the sauce. "The sauce would get muddy"?
"And the noodles themselves..."? ぬめり is some kind of slime that would come out? or would not come out? I'm guessing しゃ = しは.
What I don't get here is:
(1) what does ...し, ...し mean.
(2) what the ending きっとしない means. "... certainly doesn't..."?

Try looking up しゃきっと.
ぬめりがでてしゃきっとしない = ぬめり が でて しゃきっと しない
ぬめりがでてしゃきっとしない = ぬめり が でて しゃきっと しない
