It's most definitely Japanese or Chinese or Korean since the seal is a dead giveaway. Seals are always written in their seal script, (Even today).
I asked a friend of mine, who is about 10% sure that the first character is 昴 but is unsure about the second character guesses it to be卯. She is sure it's Chinese though.
Since I can't make out the seal it'll be really hard to figure out what the hell it says. Usually seal script is easily to decode since it's just a matter of knowing what character corresponds to what seal form(s).
I asked a friend of mine, who is about 10% sure that the first character is 昴 but is unsure about the second character guesses it to be卯. She is sure it's Chinese though.

The name of the person having his "name" written is Mateusz.
I'm pretty sure the mystery was solved as katakana, no?
