ぎりぎり決断は何ですか？

I was watching the NHK news in relation to the Fukushima nuclear reactor problem and the headline was ぎりぎり決断.
Now I know that ぎりぎり means 'just' as in almost, but not quite (or something like that. It's hard to translate)
and 決断 means decision, so what does the phrase mean in this instance?

ぎりぎり　also shows up as "at the last minute" for me, so it seems fairly intuitive to say, a last minute decison
