It says "ohayou gozaimasu", but as far as I know, it's a japanese phrase (meaning good morning), but it's not foreign.... So why is it written in katakana?

Artistic license. :P

Simply put, katakana is also used (among a number of other uses of course) for emphasis and style in the same way we use bold or italic text. :)

外人も日本語ちゃんと話せるのに、漫画家によって、カタカナで話すことが多い。
it also depends on the manga writer if a fluent gaijin will talk through katakana in their mangas.
