「え゛」 - how is this pronounced?
It's a hiragana 「え」 with a 「゛」 added to it, like you would add to 「か」 to get 「が」, or 「さ 」to get 「ざ」. I tried googling for it, and while I've found a few Japanese pages with the character, no hints on how to pronounce it came up.
Anyone know what it is?

It's a stresser. It's not an official character, but when trying to emulate someone's speaking style in print, non-official kana are sometimes used.
This would be like. "HUH!?!" or something similar.

Yeah, the meaning was clear from the context. Two officers tell a girl about a bomb threat, and she's like, 「え゛っ!?」...
Hmmm... So then... It sounds like serves the same purpose as the 「っ」 at the end of a word does... Is that right?

I always imagined a very short, stressed sound when reading something like 「え゛っ!?」 So yeah, there really isn't a special sound that is created, it just implies some more emphasis or stress.

This is one thing that's confused me. Is it more commonly written as" えぇぇ?" or "へぇ?" I had some students tell me that they actually have a "へぇぇ" button for sale in Tokyo, popularized by some comedy act. Anyway, is there a difference between these two phrases? I hear "えぇぇ??" quite a bit, especially from women, to express disbelief.
