I have no clue what it means.
I looked in my dictionaries and couldnt find it.
Any help?
Is it more than one word?

Its well worth using WWWJDIC for looking up words (http://www.csse.monash.edu.au/~jwb/cgi-bin/wwwjdic.cgi?1C). Its not perfect but its been seldom that I havnt been able to find a word in there.

For the record, "todoku" is also used for the arrival of postage or things shipped, so "todokanai" might mean "it isn't getting to where it's supposed to go."

Which is just another way to say, "it hasn't reached its destination."
