I'll have a go with a direct translation:
bi ha, kenbutsu nin no me no naka ni aru
美は、見物人の目の中にある

I'm not too sure about the beholder part, the closest one I can find is "kenbutsu nin" (onlooker). So I hope it's correct.

Edited: Sorry, I meant "kenbutsu nin" not "kenbutsu"

how about this:
美しいということは見る人の眼による。
which is roughly.. beauty is in the eye of the beholder. :)

There is an actually japanese phrase that mirrors the meaning, but I can't find it. :/
Iroirona's is the best out of the ones listed, I think.
This one is also commonly excepted.
美は見るものの目にある
