i was at a friends house when i noticed a sign in heir house that had no smoking in prolly 30 or so languages, japanese was under one section, and being intrested in japanese i took an intrest in it and tried to copy it, i then took my copy and tried to make the characters with paint, i just want to know if it is correct and how it would be said(ie romaji) and if someone can tell me what characters they are(IME characters so i can make sure they are correct. arigato.

Are you sure you didn't mean "ありがとざいます"?
Goals:
1) Have decent proficiency in Japanese, enough to get around/talk/read/write.
2) Visit Japan for a week or so one summer.

If it was kinen wouldn't it be きねん not きんえん..?

You are going the wrong way, try writing きんえん in roomaji. :)
However usually an apostraphe would be used after the n in the roomaji to show that it has this kana.
天気がいいから、散歩しましょう。

The two kanji are 禁 (kin) and 煙 (en) so it is きん えん = きんえん = kinen (sometimes kin'en)

This is one of the shortcomings of romaji.

Thats why you should add a " ' ".

kinen = きねん X

kin'en = 禁煙 O

I am used to using the Hepburn style of Romaji, which is what is used in most official business in Japan. I realize the reasoning behind why all sounds are written out here, and try to do so myself, but habits are habits. ;)

all romanji sucks, sorry.. It just makes japanese harder than it needs to be.. there is no way i could read a document in romanji..at least without losing more of my hair..
