Well, you know I'm a beginner, but I would like to place some questions with (?) your short dialogue, mostly for the sake of my own learning process, if that is okay>

I noticed in Japanese there is past tense, while in the English there is not.
Is this supposed to be that way?

今日雨がないそうだよ

I wondered if you need a は　with this 今日?

と天気藍?ｪ言った。

I think that with third person いっていました is more commonly used.

Can you use that as an imperative in this way?

Not necessary. In normal speech, は, が, and を are only put in when they're needed.

I don't believe you can use そうだ once you're at the point where observable fact contradicts the statement before the そうだ. To me, はずだ works better here.

天気藍?ｪ言った。

I don't think you can use this as a literal translation of "The weather report said"; that's an idiomatic use of "said" in English. 天気藍?ﾉよると at the beginning of the sentence is more standard.

Wow, I didn't notice that, it just kinda came out in the past tense. I was probably thinking "were driving" while typing that.

Ah, I didn't even know about that. However I was under the impression that 天気藍? was the word for "weatherman" but examples in WWWJDIC simply use 天気藍? either way, I thought it was simply someone quoting another person.
