BS (or more commonly it's crude expanded form) is a term typically used to express a strong disbelief in another's statement, or making a claim that the statement is false, or at least not entirely true. BSing is the act of spreading BS. The comment that without BS, we would have no diplomacy is basically saying that BS is required for diplomacy. (We wouldn't have diplomacy if everyone were brutally honest.)
