ですか and 下さい don't fit the tone of the rest of it, and I think 我慢【がまん】 may be better than 忍耐強い (at least, it gets many more hits in the Eijiro dictionary at ALC); I'd change the dialogue to:

遅い！ (or maybe 遅すぎる！)
そんな…

ずいぶん本格的ですね〜。
白黒のほうも、スクリーントーンまで使ってるように見えますが・・・。

とりあえず、気になった部分を指摘してみますね。

「やだ」は遠目のコマの雰囲気と、そっけない返事という雰囲気に似合ってると思います。
キャラクターの性格設定や、キャラクター同士の関係、前後のストーリー展開等によって
少し口調が違ってくるので、なんとも言えませんが。
第三者の発言の「あの馬鹿」も、ストーリーがわかっていないと誰に対して言ったのか
理解しにくいです。

ホオォォだと細口のガラス瓶の口に息を吹きかけた時のような、こもった音に見えます。
ヒュオォォオのほうが、広い荒野に寂しく吹き荒れる風のような、対決時の緊迫したイメージに近いです。

さて・・・　→　では・・・　（さて、は話題転換時に使う。では、は「やだ」を受けての反応）

または何かが柔らかくなったり歪んだりした時の音。コマと似合わない気がします。

「まさか！彼女は何も技を使えなくなっているはずなのに！」等と背景を想像できます。

「もしかしたら」の意味も含まれている場合があります。
「まさか！もしかしたら、あの技を使おうとしているのか！？」という感じです。

残りは完璧だと思います。告}やコマ割りもかっこいいですね〜。

次はカラーのほうですが・・・。
こちらも状況説明が欲しいですね。
貸していた漫画を返してほしいと言っている場面でしょうか？
それとも、漫画家さんに「私についての漫画」を描いて欲しいと依頼していたのに
まだ出来上がっていないの？と聞いている場面でしょうか。
他にも色々な状況が考えられますので、どう書けば似合う言葉になるのかわかりません。

ひとつだけ言えるのは、
あんた+ですか？　これはアンバランスです。
ちょっと厳しい性格をしてそうな顔と、早くしてと催促している感じに
「あんた」はよく似合ってます。
これとセットにするなら「どこなの？」や「どこよ？」が良いと思います。
相手とどんな関係なのかに依存して変わりますけど。

とにかく、これは面白い企画だと思います。
描くのは大変でしょうけど、これからも続けて下さいね。

With regards to the establishment of the character personalities, the relationship between characters, and the surrounding story development, because the tone changes a little, I can't say anything.(?)

The third person expression 「あの馬鹿」 is also hard to understand who it is directed to if you don't understand the story.

ホオォォ is the sound made by blowing across the narrow mouth of a glass bottle.

ヒュオォォオのほうが、広い荒野に寂しく吹き荒れる風のような、対決時の緊迫したイメージに近いです。

ヒュオォォオ is better for giving the image of wind blowing across a deserted plain.

My expectation is the feeling of exact opposites.

There are also cases where it includes the meaning of もしかしたら (maybe).

「まさか！もしかしたら、あの技を使おうとしているのか！？」という感じです。

The feeling is "No way! But maybe, she's going to try using that technique!?"

I've noticed one thing. It's "touch of chaos!!" part.

「触り」という言葉は、ふだん使わないので、たぶん、感触（かんしょく）のほうが普通の言葉かなと思います。
The word 触り is not used often and maybe 感触（かんしょく） is more popular.

"The touch of silk" would mean the sensation of touching/being touched by silk (also known as 'the feel of silk').
"A touch of silk" would probably mean 'a small amount of silk'

For something like an attack-name, I'm not certain which sense of 'touch' the OP is intending for 'touch of chaos' (possibly, by leaving off the article he was trying to get both senses) but you were definitely right in thinking that you needed to add an article in your sentence.

This goes along with "a finishing touch". Something small that completes a design or an arrangement.

So, just "a touch of..." something is a small amount.

I agree with Witega that in the attack name, it has a different nuance entirely: I feel it is the direct application of a "touch" as in "he touched my cheek".

In the context of this attack, someone might imagine that somewhere, there is some pool of power from which all chaos emanates. Imagine that the little girl can tap directly into it, and send some of that raw power at an enemy. At contact, one is "TOUCHED" by the chaos. Presumably, it would hurt. ^_^
