I think you might like maplestory or dofus. Those require downloads, though. I think you'd need 1 gigabite for each of them, at most. Dofus is more like runescape in some ways, but I've been playing maplestory most recently.

The game is not free, but you only have to pay for the game itself, and not for each month such as WoW.

Their 'game list' does a pretty good job of showing you game features at a glance. You can sort the list by fee so you can bring all the free ones to the top for easy comparison.

I've yet to find an awesome free game, but some decent placeholders are Rappelz and Silkroad Online

I'd also recommend picking up one of the Guild Wars titles, either the first one, or Nightfall. Factions has too steep of a learning curve, especially when coming from something like Runescape.

You have to purchase them in a store, they're the same price as any game, but there is absolutely no fee to play online. Once you buy the game in the store, that's it. It's an excellent game all around, and it's pretty much your only option if you want good Player vs. player.

or Maple Story. it's kinda kiddie for most people, but i thought it was kinda cute. it's a side-scrolling free-roaming MMORPG, and it's free to play! best thing about it, it comes in multiple languages.

Everquest 2. You can get the game with all 3 expansions and all 4 adventure packs for 40 bucks. 15 bucks a month to play, and first 30 days are free. Once I started this game i knew i would never find a better mmo.
Plus they many servers to choose from. US, Europe and Japan!
I'm thinking about rolling a toon on the Japanese server and see if I can work on my communication skills
