(what does BOE stand for?) Also... I understand this isn't a common outcome.. but couldn't a person use the extensive JET network/support to remedy this situation? Can it be resolved at all?

Summer is hot and humid and more expensive, so if you can go during March, April, May or September, October, November, you can save a little money. June is really rainy so avoid it if you can. You can check the weather records on http://www.wunderground.com/ and type in Tokyo or wherever you want to go. :lol:
