It will not display the kanji. I tried going to view to change the character
encoding; then I went to Japanese. There were 6 different options for character encoding with Japanese; these are: Western (ISO-8859-1), Unicode (UTF-8),
Japanese Shift (Shift_JIS), Western Windows (Windows-1252),
Japanese (ISO-2022-JP), and Japanese (EUC-JP). I tried switching between
the different options there were on my computer so that the Japanese script
would actually display properly. No matter which one I tried, it still won't display
the characters properly. I really need to learn these characters, because I plan
to take the JLPT, Level 4 next year. Who do I talk to to fix this problem (or ask about it) on this website.

Wait, why are you so intent on passing JLPT4 when you apparently don't even understand the language yet?

Anyway, Shift_JIS is generally the best in my experience, but this is your PC either not recognizing JP fonts, or not being able to display them. Google "<YOUR OPERATING SYSTEM> Japanese input", because the problem is probably that you don't even have east asian languages installed on your PC yet.
