I would imagine that the person would need some sort of teacher training if they wanted to do it professionally, and not just with the odd friend. Can't say I know for sure, though.

I have spotted the ultimate teacher training school in Tokyo, but it's a long course and an expensive one too.
1 year and 1,500,000 JPY instruction fee.
Somehow I feel it is a rhetoric question indeed.

I know people who teach Japanese who have not (and probably cannot) pass JLPT 1; it depends on where you are teaching and exactly what you are doing -- high school? college?
You probably will not find any place that will accept JLPT level 1 as an automatic entry to a teaching job. However, you don't need a Japan teacher training course either.
