You offer that as evidence of almost being arrested? On what planet was that "almost arrested"?

At first I thought it was in the subway, but now I think it's in an electronics shop?
My loose translation:
they ask if they can see this guys identification.
Can we copy the name?
One cop goes off to do so, while the other continues conversation in an apologetic manner.
explains what they do:
we just write down the name, etc. It's what we do around here (servicio?), there are many gaijins in this area.
Has this happened to you before?
gaijin: ehm, yes, about 4 times since 2005
Police helps another customer to find his way and comes back to chit chat a bit more.
Is that an mp3 in your ear?

The cop suggests that the reason they check is because sometimes people stay past their visa limit, but that this gaijin is OK. So there shouldn't be a problem, and they'll just note his name.

Just before the other person asks the cop for directions, he asks the gaijin where he's going. The gaijin says Bic Camera, an electronics chain, and Softmap, a computer store. After giving the civilian directions, the cop asks the gaijin if he's going to buy a Walkman. The gaijin replies that he's buying computer parts. He then says that Bic Camera is expensive.
Some laughter.
It all seems very friendly and relaxed to me.
No joke. I hope if I'm ever almost arrested it's in as friendly and apologetic a manner.

Well, from their POV (and that of the current prefectural and national government), they're doing absolutely nothing wrong, or even the least bit quirky.

ALMOST ARRESTEDというのは、ジョークだけですよ。動画の字幕とおり、日本の警察の方は親切で、つかめるより教えるって事を役目に優先します。

You can be a Debitou's fan, no prob...
I reckon most of us don't understand that much Portuguese, so there is no way we can judge how coloured the translation is.
But this video does not warrant the agressive title you gave this thread, nor the angry face you added.
