Wedding Celebrants
Wedding celebrations are regarded as an ordinary service business in Japan.
Most wedding agencies like to recruit foreigners to conduct the Christian-style events. However, these paid employees are required to have either:
a) a permanent residency visa
b) a spouse of Japanese visa
c) an extension of activities permitted on another visa, or
d) a religious activities visa
Why is an Entertainer Visa or Humanities Visa not acceptable?
I contacted my local Immigration Offices (Osaka and Kobe) who couldn't answer the question and they suggested I contact the Tokyo office ---- who in turn sent me back to my local office....
Does anyone know?

So, since it's not a problem with the Immigration Department itsef, you should ask the people at whichever recruitment agency, wedding chapel, etc. that you want to find the job at.

Uhhh..yeah.. I'm not looking for a job -- perhaps I should have made that clear. I'm trying to find out why a Humanities Visa or Entertainers Visa is not acceptable for something which is considered as an 'acting role' by many in the industry. Does anyone know what Gov't department I should try and approach for an answer?

I think the operative word here is "many" being that it is not "everyone"

Good, so if the reality is in fact 'most' regard it as an acting job (there are estimates of 80% of celebrants are not ordained) and if market forces fully functioning (commonly I hear 'the participants don't care'); then why are there such requirements of celebrants?

"Many in the industry" does not translate to "most in government." The wedding industry is not in charge of setting visa requirements.

Also, Japan is notoriously strict on their visa requirements, so I don't find this surprising at all.

そこで気がすむまで質問してみてください。
そこまでせずとも常識で考えれば答えは明白です。
実態はどうあれ、興行ビザ資格で在留する外国人を偽神父・偽牧師として雇用する募集広告を出す結婚式場(ブライダルビジネス事業者)の評判が良くなると思いますか。それを公の就職情報として載せれば、結婚式が芸能活動であることを認めることになります。
また教会が「興行ビザ」資格者を結婚式のために募集するとは思えません。

Well I sent an email to BIA and followed it up with a phonecall.... I hope they will come up with an answer. Thanks again for the info cocosan.
In the meantime I thought of another question: Do the couples actually have to be married before they have their wedding celebration? I know I could just call a wedding parlour to find out but does anyone here know?

そのまま別れしまって、「戸籍は無傷」という人もいます。
もちろん式の当日に婚姻届けを出す人もいます。
結婚式は婚姻の必要条件ではありません。
