-mitai VS -rakushi \m/(ㅂ_ㅂ)\m/ ...help

Could someone please explain the difference (or at least the proper instances) to use [-mitai] and [-rakushi]?
I think both of them have something to do with resemblence? But I'm still a little confused.
Sei I wanted to express, "It looks like rain." (As in, it's about to rain soon) or "My dog looks sick." or "You look just like my mother!" or even "I'll act like I'm paying attention." I'm sure at least ONE of these uses [-みたい] or [-らくし] somewhere. Some examples would be VERY helpful.

This page in Tae Kim's Japanese Grammar Guide explains the usage of ~みたい and ~らしい. I am not familiar with a similar usage of ~らくし.

The meaning of \m/(ㅂ_ㅂ)\m/ has me completely stumped :?

Are the eyes the korean letter for"b"? (what ever they call that letter byeong or something) :)
