That's great coco-san! Thanks for posting that. Hopefully the OP knows enough Japanese to be able to read it.
The link has the blue circular sign I was talking about earlier. If there's just a sign with an adult holding a child's hand, then you can't ride a bike on that road, but if there's a picture of a bicycle as well then the road can be shared by cyclists and pedestrians.

Hum thank you for the link. I am afraid that I I won't be able to read that website for some time though but at least im one step closer to finding the answer to my question, now I just need to find somebody who can translate it or somebody who is willing to give me answer my question. はい、3年半豊橋に住んでいました。
そのタコ焼き屋さんを覚えていませんが、毎年手筒花火を見に行きました。素晴らしかったです!
