Can you have animals in Japan?
Ok, my question seems stupid but can you have cats and dogs in japan?

Of course. Japan is very much a pet culture and many people have cats, dogs, hamsters etc. For a foreigner moving to Japan however, the cost of purchasing a pet and the lack of rental housing which is pet-friendly may be prohibitive.

Well, I've seen dogs, cats, ferrets, rabbits, hamsters, crabs, parrots, turtles, beetles, crickets, songbirds, chinchillas, owls, snakes, mice, spider monkeys, raccoons and the like for sale at my local pet shop.
So, yeah, I guess my answer to your question is:

Actually, I was kidding.. lol As far as I was able to tell, there is no cat or dog on any menu.. now Korea and china and a few other countries, well, that's a completely different matter altogether.

I once saw a woman walking a pig, on a leash, through downtown Yokohama.
It was pretty big, too

Pot belly pigs have become a bit of a dog substitute here but they are rather small as far as pigs go.
