(章の下 >this bit confused me at first, but you're probably referring to vertical writing....I'm don't know if a question mark is used in vertical scripts?)

Yes, question marks are used in vertical text; haven't you ever looked at a manga? They're full of question marks and exclamation points (even if they lack periods and commas.)

eh eh. It's late...I was only thinking of classic, handwritten texts....
Did they use 句読点 way back when?

明るくない

I don't know when punctuation marks were introduced, but an online edition of 南総里見八犬伝 (a late Edo era novel) using the old characters contains periods, commas and square quotes.
