Unless you have a multi-regional DVD player, you will not be able to play a DVD from Japan, as the format is different. Same for VHS. However, CDs are not formatted by region and it will not matter.

So if she saved it as a file on a CD, would I be able to watch it?

DVD files that are made by individuals on their computer are not USUALLY region encoded, and can be played on DVD players worldwide. Purchased DVDs are a different matter, however.
VHS are viewable in both American and Japan, but not England, as they use the PAL system of video encoding.
CDs are playable the world over.

You can watch any video from anywhere as long as you have an NTSC video player...

Why dont you told her just save the video in divx format instead. If that happen then no need to worry about region dvd. But if she does encoded the video in divx, only dvd player that can play divx format able to play the file or simply just use your computer to watch them.

NTSC videos cannot play PAL videos so thats out. DVD's written by normal people have an option of selecting region 0 - no region, region 1 - usa, region 2 - europe
