You can register online through My Account and pay with a credit card.
I remember having to go to the city, find a large bookstore, buy the JLPT application packet, fill it out, and mail it. You kids don't know how easy you have it.
Ganbatte everyone!

日本での12月の受験情報はこちらをご覧ください。
7月に第1回試験が実施されたため、例年より受付開始がやや遅めです。
(日本)国内での受験は今でも書店で願書を購入しなければならないようです。
インターネットで申し込めるといいのに……。

Phooey, registration for Vancouver isn't open until September. Seems a little odd, that it would be later than the rest of the world.
Here I Was hoping I could register and use that as an excuse to get my butt in gear and study.

I've been considering signing up for this. I'm 100% positive I can almost do 4kyuu now and I understand 3kyuu isn't that much more difficult. With four months to study, do you think I should consider taking 3kyuu, if any at all?

I was considering to take the 3kyuu myself. What I did was to get past years exams (you can find them on thejapanshop.com) and try the 4kyuu first and then the 3kyuu to see how it goes. Kanji-wise I don't think the 3kyuu is that difficult, 300 kanji is not that many to learn, but grammar-wise it's usually suggested that the 3kyuu is comparable to both Genki or Minna no Nihongo books.

Using this site: http://www.e-japanese.jp/grammar3.htm 3級 basically covers the grammar of Genki I and II (assuming 4級 is included). So if you can get through both books in four months, definitely go for it. There is also some kanji you probably want to study since Genki doesn't cover all of the JLPT kanji.

Alright, I might sign up for the 3kyuu if/when I'm able to afford it. I've been taking a break to set up a website/forum/wiki for a friend the past week, but I'm eager to get started again.

... gosh
I had no idea registration opened already.
I was so determined to pass level 2 in December that I guess I overlooked the fact that you have to actually register to take the test.

Ah gosh.. I still haven't even decided if I'll take it this year or not.. If I pay registration I'll only have a few cents left in my checking for now... so maybe I'll just take it next year, even though it'll be an unfamiliar (and possibly harder) format...

I note the FAQ says you can't change your test venue after the registration period. Due to a move, I'm honestly not sure where I'll be this December. Is it possible to pay a double fee and register for the test in two locations?

That's an interesting question.
I'd probably call them and explain the situation and try to work with them on it. I would think they'd be understanding if you're paying for both entrance fees... the only drawback might be that you might cost someone else a seat if one of the venues reaches capacity.
I'd also want to be sure that a no-show at one location wouldn't somehow negatively affect my score at another location.
