I'm not sure what 9 years old would like to watch.. But I think Chocolate Underground チョコレート・アンダーグラウンド and Denno Coil 電脳コイル might be interesting for every age group. Chocolate Underground was funny and it had very short episodes. Denno coil had a lot of cool and cute things in it. Although it's 26 episodes was too much for me.

kodocha & shugo chara are good ones for little kids they're pretty long series

I remember watching a few episodes of the anime Kamichu!
I liked the animation quality, the story and found the Japanese not so hard to understand.

Keep in mind that when I suggest 'male' anime, I am suggesting them for females as well. Those anime should fit both genders nicely, although some would be preferred by males.

I would actually start her off with Yadamon, or Eto Rangers. ...maybe Yadamon is a little too childish, but Eto Rangers is a good show, if you can find it... Anpanman is good for K-3 (characters with heads named after bread? What's not to like??), but I think 4th grade would be pushing it..
Otherwise, you can try introducing her to Saint Tail, kodomo no omocha (English "child's toy") or Sailor Moon, but those shows can be addicting (and might be a few years too early for her). I was very much into these two shows when I was in 5th/6th grade. I think nowadays kids would want to watch shows like Dennou Coil though (not that anything's wrong with Dennou Coil. Even as an adult I really enjoyed it.)
