"I'm always not here" vs. "I'm not here all the time"

In English, "I'm always not here" is not the same as "I'm not here all the time." How do you reflect the difference in Japanese?

I'm thinking "Watashi wa itsumo koko ni imasen," would be a translation of "I'm always not here", but I'm not entirely sure....

One way to express "I'm not here all the time" would be to switch it around and say "sometimes I'm not here".

You can also use the article は (wa) to show that "I'm not here always, but I am here a lot" (e.g. Itsumo wa inai keredo, kekkou imasu yo)

Well, I tried to use は in negative sentences....

These two mean "I'm always not here" but they sounds slightly unstable.
わたしは、いつもここにいません。
わたしは、いつもここにはいません。

Probably this may be finer as "I'm always not here"
わたしはここにはまったくいません。

Those two sounds like "Usually I'm not here"
わたしは、いつもはここにいません。
わたしは、いつもはここにはいません。

This can clearly show partial negation "I'm not here all the time".
わたしは、いつもここにはいるわけではありません。
