What does this mean?

In "基本方針に賛同していただけるなら、誰でも記事を編集したり新しく作成したりできます。"
I can read everything except the "だけるなら、"  
I know that dake means only and nara is a conditional thing but what is the る for?

It's the verb いただく in potential form, いただける.
You're probably not as smart as you think.
